Direction is either set deliberately or it is set by whoever is loudest. This domain establishes who decides, who is answerable, and whether priorities follow your objectives rather than a renewal cycle.
Why it matters
The problem this addresses
Most organisations of your size have never written down who is allowed to approve a technology decision, at what value, or on whose authority. That is not negligence. It is what happens when technology grows faster than the structure around it.
The cost shows up later. Two departments buy overlapping systems. A renewal is signed because nobody realised it needed a decision. Your leadership team is asked to account for a technology position it was never actually presented with.
